9 th World Wind Energy Conference 2010
Large Scale Integration of Wind Power
Istanbul, Turkey – 15-17 June 2010

The World Wind Energy Association WWEA and Eurosolar Turkey welcome the presence of those 400 participants attending this conference and 1000 visitors attending the exhibition, from wind and all other renewable energy technologies. The conference covered all aspects of wind utilisation, related policies, manufacturing, development, operation as well as economic and social issues, with a special focus on large-scale integration of wind power and integrated renewable energy solutions such as hybrid systems.

Especially against the background of the disaster of the ongoing oil spill in the Mexican Gulf and the apparent inability of the responsible industries and governments to stop it, the Conference calls for an immediate switch away from such polluting and limited fossil energy resources to renewable energies.

The Conference appreciates the support of the governments and governmental organisations, especially of the German Ministry for the Environment, InWEnt as well as UNESCO and IRENA and all organisations enhancing the Conference.

The Conference welcomes the rapid progress in establishing the International Renewable Energy Agency whose ratification has become a reality just before this conference started. The Conference appreciates that the Founding Members of IRENA have been awarded with the World Wind Energy Award 2010 for the courage to overcome internal and external resistance and create this important body, which will be of crucial importance to the accelerated deployment of renewable energy all over the world.

The Conference welcomes the high-level representation and participation of the International Renewable Energy Alliance, including the International Geothermal Association, the International Hydropower Association, the International Solar Energy Society and the World Bioenergy Association. This cooperation is a special value in view of a common vision and commitment to a 100 % Renewable Energy Future.

The Conference thanks all those who have contributed to its success, especially the Organising Committee, the speakers, the sponsors and exhibitors as well as all the volunteers.

The Conference endorses the proposal of a Global Feed-in Tariff programme. The Conference welcomes the starting implementation of the first feed-in tariff programmes in North America and in Africa which can be seen as crucial steps, although some of them will require further improvement.

The Conference urges the Turkish Government to improve the existing feed-in legislation, to refrain from adding barriers to wind projects such as new royalty fees and penalties, and to smoothen the license issuing process, especially for those projects that are only waiting for approval. The examples set by other countries should be followed.

The Conference welcomes that the concept of Community Power gets more and more common worldwide and encourages communities around the world to become renewable energy champions by harvesting the renewable energies in their environment. Governments are called upon to support these communities by setting up the right frameworks such as feed-in tariffs.

In addition the Conference supports the following objectives, policies and actions:

  1. remove all subsidies and introduce the internalisation of all externalities to achieve a level playing field;
  2. until this is achieved, pursue compensatory regulatory frameworks such as sufficient and effective feed-in tariffs that encourage renewable energy developments, and that provide sufficient financial security to promote long-term investment, especially for smaller investors;
  3. improve integration of wind power into existing power systems, create smart grids and enhance synergies between the various renewable energy solutions in order to achieve an integrated 100 % renewable energy supply in the foreseeable future;
  4. support IRENA in the implementation of its work programme, like the coordination of future International Renewable Energy Conferences;
  5. raise the political and social awareness to foster the political will towards the inevitable use of renewable energy, by engaging and enabling all levels of society;
  6. create new human, industrial, administrative and financial capacities and strengthen appropriate supportive and dedicated structures and institutions for renewable energy;
  7. reduce overall costs for energy supply by an increasing share of renewable energy power;
  8. develop, use and expand appropriate national, regional and international financing mechanisms for the exclusive realisation of renewable energy, especially making use of funds provided as part of the international climate change negotiations, and establish a Global Renewable Energy Investment Fund including a Global Feed-in Tariff Programme;
  9. in order to achieve an effective international agreement on climate protection, finally recognise and commit to the key role of renewable energies;
  10. support developing countries in getting easier access to technology and in creating domestic renewable industries in order to realise the full benefits of renewable technologies;
  11. encourage all wind energy stakeholders to participate in the next World Wind Energy Conference which will be held in Cairo, Egypt, in May 2011.
